Unlike the heat insulating layer, the water impermeable and heat insulating layer is poor in liquid permeability, and fluid such as LNG hardly permeates the water impermeable and heat insulating layer. That is, the water impermeable and heat insulating layer serves as a water impermeable layer between the inside and outside of the water impermeable and heat insulating layer.
