This elastic film carrying the adhesive zones is advanced in a travel direction, and an unconsolidated fleece nonwoven layer of filaments is applied to the face of the advancing film such that the fleece layer adheres to the film at the adhesive zones. The fleece layer can be formed by extruding a multiplicity of fibers or filaments and depositing them directly on the face of the film. Alternately they can be deposited on a conveyor that transports the fleece to the film and presses it against the film.
