    Abstract: A film tensioning and steering system can be configured to extract a film from a film source. One or more film characteristics can require that the film tensioning and steering system be isolated from the film source so that a film tension can be maintained within the film tensioning and steering system. A first drive roller pair and a second drive roller pair can be configured to secure the film and enable a dampening roller to maintain the film tension between the first drive roller pair and the second drive roller pair. Additionally, the dampening roller can store an amount of the film as a film buffer. Accordingly, the film tensioning and steering system can maintain the film tension such that a steering system can align the film before the first drive roller pair provides the film at a proper alignment to a downstream system.

The winding positions are configured such that the wound packages are kept ready for removal at the frame wall on a doffing side on the opposite side from the operating side. Such an apparatus is able to achieve a material flow that is as continuous as possible during the production of the film strips and monofilaments.

According to the invention the torque (Mrs) produced by the actuator (3) of the primary surface drive device (2) of the paper reel is selected to be smaller than the sum (&Sgr;Mi) of the torque values produced by the other actuators driving the paper reel that is being formed.

A torque capstan receives an optical fiber cable from an ROL machine that places reverse-oscillating lay on the core of an optical cable, but also generates some undesirable fluctuating back-tension in a direction opposite a direction in which the optical fiber cable is being pulled during manufacturing of the optical cable. The optical cable comprises a plurality of subunit cables. A drive system coupled to the torque capstan is controlled by a control system in such a way that the torque capstan applies a certain amount of force to the optical cable in a direction substantially parallel to the direction in which the optical cable is being pulled during manufacturing.
