The one or more counters are numbers of linked PDCCH candidates to be monitored, where each counter is an integer or a decimal. The counters may count individual candidates and/or combined candidates. The counters counting the PDCCH candidates may be the same number of different numbers. The wireless communication device may blindly determine downlink information using the counters and the linked PDCCH candidates.
