A roaming control applet of the UICC can compare serving cell data with the scan control tables to determine if the UE is to perform a higher priority (HP) PLMN search. Utilization of the scan control table avoids unnecessary searches for HPPLMNs that are unavailable in the UE's current location and accordingly extends battery life of the UE.

The control element repurposes messages from the station which indicate a possible near-term handoff, to prepare access points to receive that handoff. The control element treats a neighbor list request as a trigger to select which AP's to identify, to restrict the neighbor list to selected AP's, and to prepare each selected AP for a handoff. In selecting a destination AP, the control element also selects a particular set of related features for the combination of that AP and BSS. When an AP receives a repurposed message, it informs the control element, which selects destination AP's for transfer. The control element treats the repurposed message like a probe request. The control element prepares more than one AP for transfer if handoff is possible to more than one AP.

If the target user identification card is the new card, on the basis of the type of the target user identification card, all network types supported by the target user identification card is determined, and network identities of PLMNs of all network types are determined and added to an equivalent home public land mobile network (EHPLMN) list. When the mobile terminal arrives at a new visited place and starts a network search, if a target PLMN that matches at least one network identity in the EHPLMN list is searched, a communication connection between the mobile terminal and the target PLMN is established.

For instance, the UE may transmit a multiple unprotected registration requests to multiple different IMS nodes, and may receive multiple registration responses from the multiple different IMS nodes that each specify a type of error in a particular error category, all the while evaluating whether a criterion is met. Upon the criterion being met, the UE can refrain from transmitting any additional unprotected registration requests, thereby alleviating network bandwidth consumption, yet giving the UE a fair chance to successfully register for IMS service.

In an example, a carrier identification (“ID”) server receives a temporary identifier, such as a temporary international mobile subscriber identity (“TIMSI”), from an inactive device via a carrier network. The carrier ID server authenticates the inactive device using the TIMSI by issuing a network challenge. Next, the carrier ID server verifies with an active device associated with the inactive device that the active device distributed the TIMSI. After authenticating and verifying with both devices, the carrier ID server activates the inactive device by allowing the TIMSI to behave as virtual SIM credentials on the carrier network.

The tracking server can associate one or both of a previous location and the current location information based on movement of the tracking device.
