Information of a target user identification card inserted into a mobile terminal is detected so as to determine whether the target user identification card is a new card inserted into the mobile phone for the first time. If the target user identification card is the new card, on the basis of the type of the target user identification card, all network types supported by the target user identification card is determined, and network identities of PLMNs of all network types are determined and added to an equivalent home public land mobile network (EHPLMN) list. When the mobile terminal arrives at a new visited place and starts a network search, if a target PLMN that matches at least one network identity in the EHPLMN list is searched, a communication connection between the mobile terminal and the target PLMN is established.

Upon the criterion being met, the UE can refrain from transmitting any additional unprotected registration requests, thereby alleviating network bandwidth consumption, yet giving the UE a fair chance to successfully register for IMS service.

Next, the carrier ID server verifies with an active device associated with the inactive device that the active device distributed the TIMSI. After authenticating and verifying with both devices, the carrier ID server activates the inactive device by allowing the TIMSI to behave as virtual SIM credentials on the carrier network.
