    Abstract: A multi-subscriber identity module (SIM) wireless communication device performing early camping in initial cell selection or reselection may detect an active communication on a modem stack associated with a first SIM, and a condition requiring initial cell selection/reselection on a modem stack associated with a second SIM. In response to receiving a paging message for the second SIM, the wireless communication device may trigger a radio resource to tune to a frequency of an identified target cell of the second SIM, receive a first portion of system information broadcast by the identified target cell, and determine whether initial cell selection/reselection to the identified target cell is complete. In response to determining that initial cell selection/reselection to the identified target cell is not complete, the wireless communication device may save the received paging message, and raise a priority level for the activity on the modem stack associated with the second SIM.

Then, during an irregular signal period, signals are transmitted in a sequence of one or more consecutive bursts using each of the transmission offsets in the selected set at least once, wherein the sequence of bursts may be preceded and/or followed by a period of no signal transmission.

A preparation phase is then conducted for executing the packet-switched handover. The preparation phase includes identifying the MS context as part of the preparation phase and activating the GA-PSR TC towards the MS. Next, the packet-switched handover is executed, resulting in the MS switching to GAN mode. The MS then begins transferring packets via the GAN cell. The system and method also supports a packet-switched handover from the GAN cell to the GERAN/UTRAN cell.

The eNB may determine the measurement pattern based on an estimate of UE speed and a number of frequencies to be monitored. A default pattern may be used if the UE speed and/or number of frequencies do not exceed predetermined thresholds.

While monitoring for receipt of the ESR response, the UE may use a second RF receive chain to acquire an initial CS network, and detect whether the ESR timer expires before the ESR response is received.
