For instance, where a communications resource is being used by a device via a first communications service provider (CSP) component associated with a first CSP, based on a probabilistic analysis of loading parameters received from a device at the first CSP component. A likelihood that the device will move can be predicted, comprising determining the likelihood is not less than a threshold likelihood. If likely to move, and based on the loading parameters, a loading profile associated with a user of the device is updated resulting in updated likelihoods of usages of the communication resource by the device via respective other CSP components other than the first CSP component. Further, based on the updated likelihoods of usages of the communication resource, at least part of the communications resource can be allocated to the respective other CSP components to facilitate communications with the device.

If the timer is set to infinity, a wireless device will always consider a TA to be valid within a given cell, and at the same time will disable other TA validation mechanisms. Otherwise, the wireless device will interpret the timer as indicating for how long the TA value that the wireless device possesses is considered to be valid. Benefits of the solutions described herein include reducing signaling bits in the configuration and avoiding the possibility of conflicting configurations.

The target access node then sends to the UE, only data packets which have not already been received by the UE from the source access node, based on the outcome of the duplication check.

When the performance degradation is resolved, the SIB priorities revert to the default SIB priorities.

When transitioning to a connected state at the reselected cell, the UE sends a resume request including an identification of the first cell. In another example, when a high priority or a background PLMN search is performed in the inactive state, the results are cached and implemented the earlier of when a timer expires or the UE enters an idle state. In another example, a cell reselection criteria is altered in the inactive state to make it less likely that a cell reselection will occur.
