    Abstract: In a wireless communication system using a reference channel used for error rate measurement and associated with a plurality of transport channels multiplexed on a coded composite transport channel (CCTrCH), a method is employed for reselection of the reference channel from favorable candidate transport channels. A channel is initially selected from the plurality of multiplexed channels as the reference channel. Channels are monitored based on quantitative data content criteria to determine whether an ON or OFF state exists. A different channel is selected from the plurality of multiplexed channels as the reselected RTrCH when a better candidate transport channel in the ON state becomes available, or when the monitored RTrCH reflects an OFF state.

    Abstract: Mechanisms for efficient transmission of large amount of download data from a base station (210) to a user equipment (220) in a multi-carrier that minimizes power consumption on the user equipment are described. When multiple component carriers are to be used to transmit the download data, the base station (210) informs the user equipment (220). The base station (210) transmits on the anchor carriers without wait after informing the user equipment (220) and transmits on the non-anchor carriers after waiting a predetermined delay. The predetermined delay provides time to allow the user equipment (220) to activate the receiving resources and be ready to receive the download data over the non-anchor carriers. In this manner, the user equipment (220) can be in a power conservation mode and activate the receiver resources only when needed.

Then, to perform the spectrum monitoring measurement, the base station's transmitter is turned off, the receiver is retuned to the frequency to be monitored, a signal strength measurement taken on that frequency, the receiver is retuned back to its assigned frequency, and the transmitter is turned back on, all in a short time interval.
