    Abstract: An apparatus and methodology for uniformly applying a compressive force against a filament to pneumatically drive the filament or fiber optic cable against a capstan without any concentrated amount of stress at any point on the filament is effectuated by pneumatically forcing the filament into an equatorial V-groove defined in the capstan. Pneumatic pressure is applied to a predefined segment of the capstan by a pneumatic shoe having an internal shoe pressure chamber. The pressurized gas or air is applied to the segment from the chamber within the shoe into the proximity of the equatorial V-groove on the equator of a disc shaped capstan. The V-groove is vented to atmosphere so that the cable is forced or blown into the V-groove. Side and end clearances between the rotating capstan and the shoe are sized to allow the viscosity of the pressurized gas to operate to retard the escape of the pressurized gas from the predefined segment of the capstan.

    Abstract: A method of and apparatus for feeding a continuous thin film plastic tape or like, pliable, foldable strip in an oscillatory fashion, which may be random, from a feed surface having a width many times greater than the width of said tape to a receiving surface having a width at least as great as a tape width and many times narrower than the width of the feed surface by spacing and positioning the feed and receiving surfaces with respect to one another to limit the maximum angle between a transverse plane bisecting the receiving surface and extending towards the approaching tape and the centerline of the tape. The maximum value of this angle, in degrees, is about 6.5 times the inverse of the tape width expressed in inches. The invention is illustrated with an apparatus which converts the oscillatory motion of a tape fed from a roll many times wider than the tape over an equally large roller surface to a pulley only slightly wider than the tape and many times smaller than the roller surface.

The eccentrically adjustable sections of the roller are manipulative to compensate for uneven tension across the width of the web so as to provide uniform tension and thereby reduce wrinkles produced by uneven tension in the web. Manual adjustment knobs or remotely controlled motors may be alternatively utilized to selectively adjust the eccentricity of the roller sections relative to one another and to the central axis thereof.
