Abstract: An image decoding method, apparatus and program for decoding coded picture data is disclosed. In the method, apparatus and program, the coded picture data is entropy-decoded to derive four transform coefficient strings each comprising entropy-decoded sixteen (16) transform coefficients. The four transform coefficient strings are combined into an 8×8 block of entropy-decoded sixty four (64) transform coefficients by de-interleaving the four strings in such a manner as to select a lower frequency transform coefficient alternately from the four strings and arrange it in the 8×8 block in an order of a low frequency to a high frequency. An inverse orthogonal transform is then performed on the 8×8 block of the entropy-decoded sixty four (64) transform coefficients.

Abstract: A method for resource scheduling in a wireless system, applicable to a multi-hop network, includes a MS acquiring bandwidth granted by an MS synchronous station, and transmitting data to the MS synchronous station with the bandwidth. Each node between the MS and an MMR-BS acquires bandwidth granted by the superordinate node of the node between granting the bandwidth to the subordinate node of the node and receiving the data from the subordinate node, and transmits the data to the superordinate node of the node with the bandwidth granted by the superordinate node of the node after receiving the data from the subordinate node.

Abstract: A speech enhancement system improves speech conversion within an encoder and decoder. The system includes a first device that converts sound waves into operational signals. A second device selects a template that represents an expected signal model. The selected template models speech characteristics of the operational signals through a speech codebook that is further accessed in a communication channel.

Abstract: A position sensor assembly for determining the absolute angular position of a motor vehicle steering wheel includes a housing, an input gear driven by a rotary input, and a pickup gear coupled to the input gear. A cam having a spiroidal profile is generated about the rotational axis of the input gear and is rotatable with the input gear. A cam follower is coupled with the housing and engages the spiroidal profile, wherein rotation of the spiroidal profile as the input gear turns causes the cam follower to move along the spiroidal profile. A first sensor is associated with the pickup gear such that rotation of the pickup gear provides an output signal from the first sensor. A second sensor is associated with the cam follower such that motion of the cam follower produces an output signal from the second sensor. A processor receives output signals from the first and second sensors to produce a signal proportional to the angular position of the input gear.

Abstract: A method for selecting a hash function, a method for storing and searching a routing table and devices thereof are provided. The method for selecting a hash function includes: hashing data to be hashed by using a current alternative hash function; decoding a hash result; accumulating decoded results until no carry occurs during the accumulation; and selecting a current alternative hash function with no carry generated as a formal hash function. The method for storing a routing table includes: dividing the routing table into a next-level node pointer portion and a prefix portion for being stored; and selecting a hash function by using the above method for selecting a hash function. The method for searching a routing table includes: directly searching an IP address to be searched according to a directly stored length of a next-level node pointer portion for storing the routing table; and reading a prefix node according to a searched result.

Abstract: A voice activity detection process is robust to a low and high signal-to-noise ratio speech and signal loss. A process divides an aural signal into one or more bands. Signal magnitudes of frequency components and the respective noise components are estimated. A noise adaptation rate modifies estimates of noise components based on differences between the signal to the estimated noise and signal variability.

Abstract: A system for generating field values of mortgage forms. The system includes a database, a calculation module, a monitoring module. The database contains jurisdictional tax and fee information used to calculate field values for the mortgage form. The calculation module is configured to calculate field values for the mortgage form and to generate a transaction log for mortgage and related transactions. The monitoring module communicates with the database and identifies when changes in the field values of tax and fee information occur in the transaction log, and report those changes to the affected lender.

Abstract: A speech enhancement system improves the speech quality and intelligibility of a speech signal. The system includes a time-to-frequency converter that converts segments of a speech signal into frequency bands. A signal detector measures the signal power of the frequency bands of each speech segment. A background noise estimator measures a background noise detected in the speech signal. A dynamic noise reduction controller dynamically models the background noise in the speech signal. The speech enhancement renders a speech signal perceptually pleasing to a listener by dynamically attenuating a portion of the noise that occurs in a portion of the spectrum of the speech signal.

Abstract: A balloon catheter is provided that may be used to dilate hardened regions of a stenosis. The balloon catheter is provided with dilation elements that extend along a surface of a balloon. The dilation elements may comprise a coil and dilation wire. The coil and wire may be configured in various ways such that inflation of the balloon creates a concentration of forces along the dilating wires which are thereafter transmitted to stenosed regions of a vessel wall. The force exerted by the dilation elements against the stenosed region is sufficient to fracture plaque from the vessel wall.

Abstract: Systems and methods for creating a limited risk derivative based on a realized variance of an underlying equity is disclosed. In one implementation, a limited risk derivative product includes a capped value for a statistical property reflecting a variance of the underlying equity is calculated based on a pari-mutuel action. The capped value includes a dynamic value and a cap. The dynamic value reflects an average volatility of prices returns of the underlying equity over a predefined period of time and the cap reflects a maximum value of the dynamic value. The limited risk derivative product additionally includes an average of a summation of each squared daily return of the underlying equity included in the value for the statistical property reflecting the variance of the underlying equity.

The method includes: setting location updating congestion control information according to network circumstances (s101); and sending the location updating congestion control information to a terminal so as to implement, by the terminal, the congestion control in location updating according to the location updating congestion control information (s102). By the method, it can be effectively controlled whether the terminal initiates the location updating immediately or initiates the location updating with delay in intercell handover, so as to effectively smooth the system bandwidth required in the location updating, reduce the system call loss, and increase the terminal location updating efficiency and wireless resource utilization ratio.

A gate electrode, a gate line, a connection electrode, a common electrode and a pixel electrode are formed on the first substrate through a first making process. A first insulation film is formed on the first substrate. A first insulation film pattern having multiple contact holes are formed through a second masking process. An active pattern is formed on the first substrate and source and drain electrodes are operationally connected with the active pattern through some of the contact holes. A gate electrode, a common electrode, and a pixel electrode may be formed substantially together through a slit exposure. An active pattern and source and drain electrodes may be formed substantially together. The number of masks needed to fabricate the display may be reduced to simplify a fabrication process and protect a channel region.

The ends of the lock bar are guided in respective slots of the side flanges such that the lock bar is movable between a locked position and an unlocked position. Abstract: The present invention provides a method for producing a mulching sheet which easy to biodegrade and can be produced at a low cost. A cotton waste sheet is prepared with randomly accumulated cotton waste and impurities selected from a group consisting of cottonseeds, stems, leaves and calyxes of cotton tree. Water is sprayed to the cotton waste sheet. Thereafter, the cotton waste sheet is passed between a pair of calender rolls each taking a form of a Japanese drum, while being heated, to press the cotton waste sheet in the thickness direction. The cotton waste is thereby closed, and the obtained mulching sheet has a high tensile strength. Furthermore, the impurities in the cotton waste sheet are crushed or flatted. The mulching sheet is a mixture of parts made of flatted impurities and parts made of cotton waste.
