    Abstract: A pixel block (300) is losslessly compressed into a candidate compressed block. If the bit length of the candidate block exceeds a threshold value, the property values of the pixels (310-317) in the block (300) are quantized and the quantized values are losslessly compressed into a new candidate compressed block. The procedure is repeated until a candidate compressed block having good image quality and a bit length below the threshold value is found. A compressed representation (400) of the block (300) is determined based on the found candidate compressed block (420) and an identifier (410) of the used quantization parameter.

    Abstract: A pixel block is compressed by providing a respective color component prediction for each pixel in the block. A difference between color components of two neighboring pixels is calculated and compared to a threshold. If the difference is smaller than the threshold, the prediction is calculated based on a first linear combination of the color components of these two neighboring pixels. However, if the difference exceeds the threshold, a second or third linear combination of the color components of the neighboring pixels is employed in the prediction. A guiding bit associated with the selected linear combination may be used. A prediction error is calculated based on the color component of the pixel and the provided prediction. The compressed block comprises an encoded representation of the prediction error and any guiding bit.

    Abstract: Biologically treated wastewater is directed as mixed liquor from a treatment tank to a downstream filtration tank having a having a submerged membrane module extending across the cross-sectional area of the filtration tank. Mixed liquor is directed from the bottom of the filtration tank upwardly into the membrane module such that substantially all of the mixed liquor received in the bottom of the filtration tank flows through the membrane module. A permeate stream is produced. A portion of a non-permeate stream is recirculated to the treatment tank. The filtration tank is sized such that there is no substantial recycle of mixed liquor in the filtration tank. Once the mixed liquor in the filtration tank makes one pass through the membrane module the mixed liquor is recycled to the treatment tank and generally not permitted to be recycled through the membrane module without first returning to the treatment tank.

Responsive to detecting the actual, or potential, compromise of the mobile device's credentialed access to that secured network, the mobile device switches to other credentials stored in a different credentialed device and obtains credentialed access to one of the secured networks by remotely using those other credentials. This switching occurs dynamically upon detecting the compromise of credentialed access, as well as automatically without requiring the mobile device's user to manually enter commands into the device's user interface.

    Abstract: Method and apparatus for enabling accurate link quality estimation of a wireless link between a sending node (400) and a receiving node (402). When the sending node receives link state reports from the receiving node, it estimates the current state of the wireless link. The sending node also determines a measurement adjusting parameter if the link state reports are deemed inaccurate in relation to the estimated link state, based on a deviation between the received link state reports and the estimated actual link state. The sending node then sends the determined measurement adjusting parameter to the receiving node, and the receiving node provides a link state report based on signal measurements adjusted by the measurement adjusting parameter. The adjusted link state report can then be used for link adaptation of the wireless link and/or for packet scheduling decisions.

    Abstract: A method and apparatus provide network-based flow control for mobile station having data connections to the network. In an exemplary embodiment, a Packet Control Function (PCF) in a Radio Access Network (RAN) requests that a Packet Data Serving Node (PDSN) in a Packet Core Network (PCN) turn flow control on and off as needed for mobile station data connections. That is, if the PCF receives data from the PDSN for delivery to a mobile station that the PCF determines to be unavailable, the PCF requests that data transfers from the PDSN be suspended for that mobile station. Such suspension avoids needless continued transfer of undeliverable data to the PCF. The PCF monitors or otherwise determines whether a flow-controlled mobile station has become available again and, if so, notifies the PDSN so that it can lift the suspension and resume data transfers as needed.
