Abstract: A method for management of real-time system algorithms to achieve optimal efficiency which provides for dynamically managing priorities in a complex real-time system, considering the dynamic requirements of the system. A preferred embodiment describes the management of a plurality of RRM algorithms, including algorithms for SCC escape, LM escape, SCC rate control, and F-DCA background. More specifically, one exemplary embodiment assists in deciding: when to increase algorithm priorities, how to increase/decrease algorithm priorities, how to assign priority parameters, and how to dynamically manage priorities in the system, to result in optimal system efficiency.

Abstract: Classes of cognition models which may include: 1) Radio Environment models, 2) Mobility models and 3) Application/User Context models are utilized in a wireless communications network. Radio Environment models represent the physical aspects of the radio environment, such as shadowing losses, multi-path propagation, interference and noise levels, etc. Mobility models represent users motion, in terms of geo-coordinates and/or logical identifiers, such as street names etc. as well as speed of user terminal etc. The context model represents the present state and dynamics of each of these application processes within itself and between multiple application processes. These data are employed to optimize network performance.
Abstract: A turbo code encoder with a hybrid interleaver having two recursive systematic constituent code (RSC) encoders. The system encodes a finite sequence of informative bits without requiring a plurality of tail bits to flush the registers of each encoder to an all-zero state. The hybrid interleaver reduces the turbo code overhead by using only a single tail bit sequence. By using only a single m-bit tail, the hybrid interleaver improves bit error rate (BER).
Abstract: A subscriber unit synchronizes to a control channel. An assigned frequency and time slot is transmitted on the control channel to the subscriber unit. The subscriber unit is moved from the control channel to the assigned frequency and time slot. Voice information is received at the subscriber unit. The voice information is digitized and compressed to a lower bit rate. The voice information is transmitted together with an associated control channel from the subscriber unit.

Abstract: A rake architecture for a frequency division duplex (FDD) and use also in TDD and TD-SCDMA type communications system, designed to significantly reduce the memory capacity required and thereby also reduce an area on the die of an application specific integrated circuit (ASIC) into which the memory is integrated. A single circular buffer, preferably of the shared memory type is shared by all of the rake fingers of a rake receiver to significantly reduce the hardware and software required to time align multipath signals received by a UE from a base station. This unique time alignment technique also reduces the number of code generators required to track a plurality (typically three) of base stations.
Abstract: Sub-channels are defined for a physical random access channel of a wireless time division duplex communication system using code division multiple access. The sub-channels carry information between system users and a system network. A series of radio frames have a sequence of timeslots. For a particular timeslot number of the sequence, each sub-channel of the particular timeslot number is uniquely defined by one radio frame of the series.

Abstract: The present invention provides a panel for use in an article carrier which has opposed sides which are generally connected by a material which include some form of a closure device. The panel is semirigid with interior and exterior faces. The interior face defines a chamber which opens to the interior of the article carrier and the exterior face defines a three dimensional structure. A method for forming the semirigid panel is also disclosed. The disclosed method provides a means for applying color to the three dimensional structure.

Abstract: A method and system for positioning mobile units using angle measurements taken by neighboring mobile units is disclosed. A selected mobile unit and mobile units in the vicinity of the selected mobile unit are selectively instructed to measure and report information related to the position of the selected mobile unit. The reported information is used to compute a position of the selected mobile unit.
Abstract: Disclosed relates a modular jack that can be manufactured simply with small size and reduce cross talk induced from the plug satisfactorily. The modular jack includes a housing for receiving a plug and an insert for electrically connecting to the plug. The insert includes first and second conductors of first to fourth signal pairs, the first and second conductors of the first, second and fourth signal pair [T1, R1], [T2 and R2] and [T4 and R4], adjacent to the first and second conductors of the third signal pair [T3 and R3], are intersected with each other in a multi-layered wiring structure to generate inductive cross talk having a reverse phase against cross talk that arises from the plug, thus canceling the cross talk.
Abstract: A thermal energy storage container which includes a first panel having a container attachment element located around a periphery thereof. The container attachment element is adapted to engage a complementary lid attachment element. The thermal energy storage container includes a container compartment adapted to store a thermal energy storage material. A thermal energy storage lid which includes a lid attachment element located around a periphery thereof. The lid attachment element is adapted to engage a complementary container attachment element.
Abstract: A receiver is used in decoding a received encoded signal. The received encoded speech signal is encoded using excitation linear prediction. The receiver receives the encoded speech signal. The encoded speech signal comprises a code, a pitch lag and a line spectral pair index. An innovation sequence is produced by selecting a code from each of a plurality of codebooks based on the code index. A line spectral pair quantization of a speech signal is determined using the line spectral pair index. A pitch lag is determined using the pitch lag index. A speech signal is reconstructed using the produced innovation sequence, the determined line spectral pair quantization and pitch lag.
Abstract: A method for estimating signal-to-noise ratio (SNR) using a method with low bias that is effective for both positive SNRs and small to negative SNRs. The method is based on an iterative solution for the maximum likelihood estimate of the amplitude from which the SNR can be computed. The method is applicable for various modulated systems, including BPSK, QPSK and MPSK.

Abstract: A controllable apparatus for providing a compensated RF signal including an input port for coupling with an RF signal source, such as a multifrequency CATV signal, and an output port for coupling to an associated electronic device. The controllable apparatus generates new second and third order products from the multifrequency RF signal which are the same magnitude, but opposite in phase to the nonlinear products generated by the electronic device. Since both the original multifrequency RF input signal and the new generated products from the distortion control circuit are coupled to the electronic device, the nonlinear products from the distortion control circuit and the electronic device will be canceled and the output of the electronic device will comprise only the multifrequency RF signal. The controllable apparatus includes an RF circuit path and a controllable nonlinear compensator transversely connected to the RF circuit path. A control bias input allows selective control of the nonlinear compensator.
