The system for converting carbon dioxide includes a carbon monoxide generator for generating carbon monoxide through a reverse water gas shift reaction and a hydrocarbon generator for producing a hydrocarbon through a Fischer-Tropsch synthesis reaction, whereby the carbon monoxide generator is packed both with a catalyst for the reverse water gas shift reaction and with a catalyst for the Fischer-Tropsch synthesis reaction, thus increasing the CO yield in the carbon monoxide generator even at a low temperature compared to when the catalyst for the reverse water gas shift reaction is used alone, ultimately increasing the hydrocarbon yield in the hydrocarbon generator.
