A misalignment limit is given. Said second electrode means comprises a third electrode with a first section and a second section disposed on opposite sides of said gap interconnected by means of an intermediate section, which is delimited by a function depending on a first parameter and a second parameter.     Abstract: A method and device for controlling a mobile user equipment being in radio communication with base stations of a wireless communication system. The transmit power of the user equipment is controlled by the communication system. Immediately before sending an event message by the user equipment, the transmit power is increased by the user equipment, in order to increase the likelihood that the message is properly received by the base station. The message may be a soft handover event message. The transmit power is increased by opening a closed loop power control circuit, which normally controls the transmit power of the user equipment. By opening the closed loop circuit, the user equipment takes over the control of its transmitted power for increase thereof. Following the sending of the message, the user equipment may control the base station to send with increased power by increasing a target signal-to-interference ratio value (SIRref) by means of which the base station power level is controlled.

    Abstract: The present invention relates to a highly controlled method of preparation of a microporous biodegradable polymeric article. Firstly, at least one biodegradable polymer A, one polymer B, biodegradable or not, partially or totally immiscible with A, and a compatibilizer C for A and B are selected. Secondly, the selected polymers are melt-blended, thereby preparing a polymer blend, wherein said polymers A and B have an essentially continuous morphology. Thirdly, after cooling, polymer B and compatibilizer C are selectively extracted from the polymer blend by dissolution in a solvent that is a non-solvent of polymer A. The resulting polymeric article has an essentially continuous porosity with a void volume between 10 and 90% and a unimodal diameter distribution set to a predefined unimodal peak location. It can be used in tissue engineering, for controlled release applications or as an implantable medical device.

    Abstract: Reducing congestion in an IP domain wherein congested data flows arriving at an egress edge node of the network are identified. Total congestion represented by the congested flows is determined, and a congestion extent notification is sent from the egress edge node to its ingress edge node peer. The congestion extent notification includes information regarding the total congestion and is sent on a per-class basis. Congested core routers in the network insert DSCPs into data packets passing through them to enable the egress edge nodes to identify the affected flows. The core routers may also send congestion metric messages, designed to follow the same path as the marked packets, to inform the egress edge nodes of the extent of congestion. In an alternative method, the egress edge nodes inform their ingress peers that congestion is present, without initially identifying the extent. The ingress edge node sends a query downstream with a congestion metric.

    Abstract: A method and system of disabling a remote improvised explosive device (IED) that is triggered by a cell phone. A portable wideband network system, installed in a vehicle, is used to determine operator frequency or frequencies active on a route along which the vehicle will travel. The vehicle includes a wideband transmitter for raising a radio frequency noise floor across all of the active cellular frequencies in a limited area surrounding the portable wideband network system during passage along the route. A notch filter is used by the system for filtering a particular frequency from the noise floor. The power level of the portable wideband network system is increased so that the strongest signal at the particular frequency in the limited area is provided by the portable system's base station. All mobile terminals in the limited area around the vehicle are connected to the portable system and the portable system prevents call completion of any of the connected mobile terminals.

    Abstract: A method is disclosed for determining sensor performance of a border element of homogeneous terrain, weather and vegetation properties. The border element includes a number of areas of interest, as well as a plurality of sensors. The method includes determining coordinates of the border element and areas, and determining performance data for each sensor. The coordinates and performance data is used as input parameters to a Line-Of-Sight tool for determining a coverage factor of each sensor. The coverage factor is modified for time per time unit in which function of each sensor is impaired by conditions such as bad weather, light or mobility. Then, the modified coverage factors for each sensor are summed to obtain a total sensor performance for the border element.
