The method includes establishing a data connection between one or more user equipments (UEs) and a terrestrial cell, receiving one or more feedback parameters from each of the one or more UEs via the data connection, and assigning an aerial cell to a first UE, among the one or more UEs, based on at least one of the one or more feedback parameters received from the first UE and a number of the one or more UEs present in a coverage area of the aerial cell, wherein the coverage area is part of a terrestrial coverage area of the terrestrial cell.

The method includes obtaining limits on adjustments scan time and one or more image quality parameters for the scan protocol. The method includes generating an updated scan protocol by automatically adjusting one or more parameters of the scan protocol based on the scan protocol, the limits on adjustments, and the coverage of the scan.

The method may include converting a received document into a binary image comprising a plurality of text characters. A first image is created comprising a plurality of text blobs by connecting text characters and merging the plurality of text blobs to create one or more text line blobs to generate a second image. Further the first image and the second image are compared to generate a third image comprising a plurality of gap blobs. The gap blobs are clustered into one or more groups to determine a localized region of interest (ROI). Further lines are identified within the ROI using pixel density and separated into rows and columns. The final output contains list of cell coordinates.

A telecommunications network manager can identify when tropospheric ducting is experienced, or expected to be experienced, at a network layer band and dynamically adjust traffic steering. Specifically, the manager can reallocate user devices to layers that are not experiencing or not anticipated to experience ducting. A load capacity of different layers is monitored such that devices are not transferred to already-overloaded layers. Once ducting is no longer experienced at the layer, any offloaded devices can be transferred back to their original layer.
