    Abstract: Inferring an illumination compensation flag during encoding or decoding of a video image signal using frame rate up conversion can save one bit and eliminate complexity. The illumination compensation flag can be derived from the corresponding flags of at least one bi-predictive or bi-directional prediction candidates. The flag can also be derived from some function of the flags from those candidates. Alternatively, several flags can be used for respective coding or decoding of blocks if there are more than one prediction candidate using illumination compensation.

A sample solution containing biological samples labeled with a first marker is provided on the magnetic sensor chip, so that the biological samples labeled with the first marker are hybridized with the probes. Magnetic beads labeled with a second marker are provided on the magnetic sensor chip, so that the magnetic beads labeled with the second marker are bound onto the biological samples labeled with the first marker. A signal sensed by the magnetic sensing layer is detected by a magnetic sensor.

    Abstract: Quantization matrix can be used to adjust quantization of transform coefficients at different frequencies. In one embodiment, a single fixed parametric model, such as a polynomial is used to represent a quantization matrix. Modulation of bit cost and complexity is achieved by specifying only the n first polynomial coefficients, the remaining ones being implicitly set to zero or other default values. One form of the single fixed polynomial is a fully developed polynomial in (x,y), where x,y indicate the coordinates of a given coefficient in a quantization matrix, with terms ordered by increasing exponent. Since higher exponents are the last ones, reducing the number of polynomial coefficients reduces the degree of the polynomial, hence its complexity. The polynomial coefficients can be symmetrical in x and y, and thus reducing the number of polynomial coefficients that need to be signaled in the bitstream.

The method comprises mixing an alloy powder with a zirconium powder in an amount of 0.1-0.35 wt % of the weight of the alloy powder to form a mixture. The alloy powder is formed from 10.5-13.5 wt % of samarium, 12.5-15.5 wt % gadolinium, 50-55 wt % of cobalt, 13-17 wt % of iron, 4-10 wt % of copper, and 2-7 wt % of zirconium. The method brings about at low costs a samarium-cobalt magnet having a positive temperature coefficient of remanence.

    Abstract: A receive (Rx) UE performs blind detection to decode a first-stage Sidelink Control Information (SCI) in a received signal. The first-stage SCI contains control information for the Rx UE to locate time-and-frequency resources used by a transmit (Tx) UE. The time-and-frequency resources are used to transmit the first-stage SCI and a second-stage SCI via a Physical Sidelink Control Channel (PSCCH) and to transmit data via a Physical Sidelink Shared Channel (PSSCH) associated with the PSCCH. The Rx UE locates the second-stage SCI in the time-and-frequency resources based on the first-stage SCI. The second-stage SCI contains additional control information from the Tx UE to the Rx UE for the sidelink V2X communication. The Rx UE decodes the second-stage SCI using at least in part an identifier which identifies the Rx UE as a destination of the received signal.

    Abstract: When dependent scalar quantization is used, the choice of the quantizer depends on the decoding of the preceding transform coefficient, and the entropy decoding of a transform coefficient depends on quantizer choice. To maintain high throughput in hardware implementations for transform coefficient entropy coding, several decision schemes of the scaler quantizer are proposed. In one implementation, the state transition and the context model selection are based on only regular coded bins. For example, the state transition can be based on the sum of the SIG, gt1 and gt2 flags, the exclusive-or function of the SIG, gt1 and gt2 flags, or based on only the gt1 or gt2 flag. When a block of transform coefficients is coded, the regular mode bins can be coded first in one or more scan passes, and the remaining bypass coded bins are grouped together in another one or more scan passes.
