When the actuating arm is depressed, the clutch disengages from a first stop surface and rotates only partially until engaging a second stop surface. The second stop surface remains in contact with the clutch, preventing completion of the closing cycle, until the bag neck completely passes over the actuating arm and the actuating arm is released.
