    Abstract: A system and method manages call connections between mobile subscribers and an IP-based wireless telecommunications network through a wireless access point. Communications between the mobile subscribers and the IP-based wireless telecommunications network are initiated by a registration request. During the registration request various identifiers (IMSI, MAC address, IP Address, etc.) are communicated to the system. The system is arranged to log the identifiers and associate those identifiers with the entry point (e.g., the wireless access point) into the IP based wireless network. Call connections from the mobile subscribers are monitored for various throughput and call quality based metrics. Call handoffs between the IP-based wireless communications network and the cellular telephony network are managed by the system based on the monitored call quality and throughput metrics on a per-access point basis using the registered identifiers.

If so, the SG issues a DHCP offer comprising DHCP lease information to the IP telephone, including a range of port numbers assigned to the IP telephone based on the identifier, where the range of port numbers comprises ports which are not reserved for use by other IP protocols. The DHCP lease information includes information indicating operational software for the IP telephone which the IP telephone executes to enable IP communications. The SG mediates IP communications between the IP telephone and an IP device, where the IP telephone uses at least a subset of the range of port numbers to send or receive IP communications.

    Abstract: A network learns capability information indicating whether a user equipment (UE) is capable of simultaneous and independent operation in multiple component carriers (CCs). The network configures a monitoring pattern for each of multiple CCs that are configured for the UE in dependence on the received capability information. The capability information derives from the UE's RF layout; if the UE is capable of such simultaneous and independent operation the network can assign for the CCs different monitoring patterns that are independent of one another and the UE will have no gaps where it cannot take or send a measurement. This knowledge is particularly useful if the CCs are frequency non-contiguous with one another. If the UE is not so capable, the network must assign monitoring patterns to that UE for all its configured CCs that are not independent of one another.
