In some embodiments, determining comprises recognizing a mobile device is associated with a customer of at least one retailer that is a member of the federated network of retailers. Some embodiments determine that a customer in proximity to the location is not a customer of the retailer associated with the location and is a customer associated with the network of retailers; and present the offer is based on the determination.
