The swimmer includes one or more fins which interact with the water as the swimmer moves up and down, and generate forces which propel the vehicle forward. The vehicle, which need not be manned, can carry communication and control equipment so that it can follow a course directed by signals sent to it, and so that it can record or transmit data from sensors on the vehicle.

The mobile switching center will authorize the call if the call to be set up is directed to a subscriber unit located within the service area of the base station and if the service option to be used is authorized for the particular subscriber unit. The mobile switching center will allow or disallow the call depending on the state of the subscriber unit. The mobile switching center transmits a BS Service Response message to the base station, conveying the result of processing the BS Service Request message.

The inner surface functions as a funnel while the outer surface is sized and configured to receive adjacent fingers of a user's hand held in its natural position. In an associated method, this shape of the handle assembly facilitates maintaining the sheath in a stationary position during insertion and removal of instrumentation. The handle assembly can be movable on the tube to facilitate variation of the sheath link in situ.
