    Abstract: Embodiments include a method by which a network equipment efficiently directs a device attempting a connection to a congested or limited-capacity portion of a network to another resource (e.g., cell, frequency, and/or RAT) where the attempt is more likely to be successful. This method utilizes a connection reject message that comprises a small amount of information pointing to information broadcast in system information (SI) messages. The reject message may be used with existing or, alternately, enhanced SI messages comprising tags that resolve the pointer information in the reject message. Embodiments also include methods by which a device redirects to a resource based on the information contained in the reject and SI messages. Other embodiments include methods by which a device deprioritizes a resource during cell reselection based on information contained in the reject and SI messages. Embodiments include wireless communication devices, network equipment, or computer-readable media embodying these methods.

The processor may receive device operating policies and attributes of the second devices when the second management entity is not the primary management entity. The processor may provide an adjusted device operating policy for a second device to the second management entity when the second device causes interference with a first device, the adjusted second device operating policy being based at least on attributes of the second device.

    Abstract: A multiple input multiple output (MIMO) antenna system is implemented for communications in a wireless device. MIMO beamforming techniques are utilized to improve communications, and may be utilized in full-duplex mode. Techniques include the formation of beamforming patterns having orthogonal polarizations to one another at each communication device, but having matching polarization between transmit/receive pairs located at each respective communication device. Techniques also include the formation of beamforming patterns in a direction towards another communication device to maximize transmit power in that direction while inducing nulls in the beamforming pattern to reduce self-interference coupling via antennas configured for reception. Full-duplex communications are improved through monitoring of the self-interference coupling and adapting the beamforming patterns to reduce it.

Prediction of a future or expected value corresponding to at least one parameter associated with the communication channel (e.g., channel rate, video data rate, etc.) can drive operational mode selection/adaptation in accordance with video coding. Alternatively, one or more actual measured values corresponding to at least one parameter can drive operational mode selection/adaptation in accordance with video coding. In some instances, neither intra-prediction nor inter-prediction is performed in accordance with a non-feedback operational mode, and an input video signal undergoes compression (e.g., without intra-prediction and/or inter-prediction).

    Abstract: A communication device is configured to encode information bits using one or more forward error correction (FEC) codes and/or error correction codes (ECCs) to generate different codewords (e.g., codeword groups having different lengths, based on different code rates, etc.). The device generates a combined codeword using different sized codewords (e.g., long, medium, and short) by filling fills long codewords completely if possible, then filling medium codewords completely if possible with the remaining message bits (if any), and filling short codewords completely if possible plus another additional short codeword with the remaining message bits (if any). If the total number of short (or medium and short) codeword parity bits is greater than or equal to the number of medium (or long) codeword parity bits, then the device increments the number of medium (or long) codewords by one and setting the number of short (or medium and short) codewords to zero.
