The first control channel contains an indication of the number of control channel occurrences in a frame. A second control channel is transmitted to the mobile station in a control subframe. The control subframe is determined from the number of control channel occurrences in the frame. The packet can then be communicated between the base station and the mobile station in a subframe based on the control channels transmitted.
