Abstract: A method and system for load balancing used in a mobile telecommunications network. The load balancing system includes a mobile services switching center and a first base station controller coupled to the mobile services switching center for managing a first plurality of cells. The load balancing system further includes a second base station controller coupled to the mobile services switching center for managing a second plurality of cells, where one cell of the first plurality of cells is adjacent to one cell of the second plurality of cells. The second base station controller includes a processor responsive to receiving a first load indication message from the first base station controller in order to determine whether to handover at least one ongoing call from the one cell of the second base station controller to the one cell of the first base station controller.

Abstract: A method and system that enables the changing of the gain in a closed loop (e.g., self-configuring) telecommunications system based on the age of the available measurements. A high gain is used when measured data are “fresh”, so as to obtain a good performance (e.g., a fast response) for the telecommunications system. The gain is then reduced when the age of the measurements increases. The decreased gain results in a slower system response, but this is a desirable result in order to preserve stability. The system and method may be applied, for example, in many mobile telecommunications systems (e.g., GSM, WCDMA, etc.). In one embodiment, the system and method of the present invention modify the closed loop gain in an adaptive fashion and use one or more fuzzy membership functions for specifying what is meant by “fresh” measurements.

Abstract: A method of producing a polyamide resin by reacting with at least one diamine compounds at least one linear polyester resin consisting of at least one dicarboxylic acid component and at least one diol component and having an intrinsic viscosity of not less than 0.2 dl/g, so that the at least one diol component of the linear polyester resin is substituted by the diamine compound, resulting in the polyamide resin as a reaction product, wherein the improvement comprises: at least one of a carboxylic acid-activator and an inorganic salt being present in a reaction system of the linear polyester resin and the diamine compound.

Abstract: The invention relates to an improved apparatus for thermal management in a gas purification process. As known in the prior art, a gas purification apparatus includes a two-section unitary vessel, wherein the primary section includes an impure gas inlet and a heating assembly and the secondary section includes a cooling device and an outlet for purified gas. Within the primary and secondary sections of the vessels are gas sorbing materials such as getters for removing impurities from the gas to be purified. A feature of the present invention is the continuous, serpentine shape of the gas purification vessel which allows for a longer residence time of the gas and a more efficient purification process. Another feature of the invention is a Joule-Thomson cooling device which divides the primary section of the vessel from the secondary section. The Joule-Thomson cooling device cools the secondary section of the vessel and the gas contained within it.
Abstract: An improved imaging system and method for providing increased viewer control over the operating parameters of the imaging system is described. Viewer control is facilitated by including a backchannel within the imaging system, whereby a viewer may adjust spatial and temporal resolution, quantization and other operating parameters of the video transmission.

Abstract: An uplink common physical channel (random access channel) frame structure with a separate preamble and data portion. The preamble is used by a base station to detect that a mobile station is attempting a random access request. The data portion of the channel includes user data, and pilot symbols that provide energy for channel estimation during reception of the data portion. A guard interval can be generated using a “filler” made up of dummy chips, predetermined symbols, and/or an unmodulated carrier, and inserted between the preamble and data portion of the frame, thus enabling a mobile station to maintain its power transmission and making it easier to implement such a guard interval in a WCDMA system.

Abstract: The present invention is a dual mode antenna. The antenna of the invention connects in an inverted-F feed when in a retracted position, and in a monopole feed in an extended position. The antenna mounts adjacent a relatively large ground plane, such as a grounding shell or EMI shield included in a laptop computer display, for example. A preferred antenna includes an elongate radiator mounted in a non-conductive housing to permit retraction and extension of the elongate radiator. The housing includes electrical contact points that form an inverted-F feed antenna connection to the elongate radiator when the elongate radiator is in a retracted position. The electrical contact points form a monopole feed antenna connection to the elongate radiator when the elongate radiator is in an extended position.
Abstract: A tuber seed cutting apparatus includes a cutting section, a transport section, and a conveyor section. The cutting section includes a plurality of coulter blades coaxially spaced apart on a common axis. The transport section comprises a transport bed having a first side and an opposite second side and a plurality of rollers. The rollers move as a bed generally in a first direction towards the coulter blades, but rotate in a direction opposite the direction of the transport bed. The rollers comprise a plurality of first roller types and a plurality of second roller types that are placed adjacent either the first side or the second side, the second roller types being generally cylindrical and having a diagonal ridge placed on the circumference of the second roller type to direct items away from the sides and towards the center of the transport bed.
Abstract: The present invention relates to a brush, in particular a toothbrush, comprising a brush body carrying cleaning elements and a perforated plate through which the cleaning elements are projecting. A brush which is improved in terms of hygiene is created by the present invention in that the cleaning elements are arranged on a bristle carrier which is in threaded engagement with the brush body, and that the perforated plate is rotatably held on the brush body. Furthermore, the present invention suggests a bristle insert as a replacement part for said brush.
Abstract: A plant serves as a mean for production of a fibre web of synthetic fibres, such as plastic fibres and absorbent fibres, such as viscose and cellulose fibres. The plant includes a forming head preliminary to lay a homogeneously and smoothly distributed fibre layer on a net shaped wire. Furthermore the plant includes a hydro-entangling section with liquid nozzles with powerful liquid jets to treat the in the forming head formed fibre layer, which consists of both synthetic—and absorbent fibres. The plant also includes an oven subsequently to thermal bond the synthetic fibres with cross bonds in the affected areas. Finally the dried web is winded up in a roller. By the help of the plant according to the invention, by higher production speed than known previously a fibre web can be produced, which is far cheaper, and which has a better and more homogeneous structure than similar conventional fibre webs.
Abstract: Disclosed are methods for the isolation of primordial germ cells, culturing these cells to produce primordial germ cell-derived cell lines, methods for transforming both the primordial germ cells and the cultured cell lines, and using these transformed cells and cell lines to generate transgenic animals. The efficiency at which transgenic animals are generated by the present invention is greatly increased, thereby allowing the use of homologous recombination in producing transgenic non-rodent animal species.
Abstract: A tubular body or mandrel incorporated into a string of tubular pipe, on which first and second swab cups and a casing scraper are mounted, is run into a cased earth borehole to displace a first fluid in the borehole, usually a drilling fluid, with a second fluid, usually either a completion fluid or a workover fluid. In a first embodiment, reverse circulation, in which the second fluid is pumped into the borehole annulus above the swab cups, and in which the first fluid is thereby pumped back towards the earth's surface through the interior of the string of tubular pipe, causes displacement of the first fluid merely by lowering the string of pipe while pumping the second fluid into the borehole annulus. In a second embodiment, using normal circulation, the first fluid is pumped from the earth's surface downwardly through the interior of the string of tubular pipe into the borehole annulus between the pair of swab cups.
Abstract: A system for detecting faults in fault detecting hardware designed to detect faults in a data flow comprising a fault generator for deliberately introducing faults in the data flow before it reaches the fault detecting hardware to establish a known background load of faults in the data flow. A fault counter counts actual faults including the deliberately introduced faults. Software analyzes a difference between the known and actual loads of faults.
Abstract: Neoplastic disease, hyperallergenicity, autoimmune disorders characterized by chronic tissue degenerative inflammation and immuno-resistant viral infections are treated by the administration of interferon at a dosage of about 0.1 to about 5 IU/lb per day by contacting said interferon with oral/pharyngeal mucosa. Interferon is administered in solution or in a novel solid unitary dosage form adapted to be dissolved in saliva when placed in the mouth.
Abstract: A system and method for controlling a centrifuge which receives a mixture of liquid and solid particles and separates the liquid from the solid particles. A bowl, along with a conveyor extending inside the bowl, are rotated and the speed of, and the torque applied to, the bowl and the conveyor are detected and corresponding output signals are generated. A variable speed drive pump is provided for pumping the flow of the mixture to the centrifuge. A computer responds to the output signals and controls the speed of the bowl and the conveyor as well as the operation of the pump to attain predetermined optimum operating conditions of the centrifuge.

Abstract: A thermal expansion compensation support and method are used in a hot runner injection mold for maintaining liquid-tight relationships between parts that define a flow passageway. The support includes an annular housing having an annular recess that receives a spring, such as a Belleville washer, and a cover that overlies the annular recess in the housing. The housing and the cover are spring biased from each other to maintain a pressure force on the surfaces that are in contact with the outer faces of each of the cover and of the annular housing. The support imparts a holding force on the several parts of the machine that define the molding material flow passageway to prevent leakage. The method involves holding the parts together at a first holding force level for an initial portion of a warm-up temperature range and holding the parts together at a second holding force level for the remainder of the temperature range.
