The base station broadcasts synchronization channels (SCH) on multiple carriers, where the SCH may be hierarchical synchronization channel composed of primary synchronization channel (P-SCH) and secondary synchronization channel (S-SCH) which are used for timing, frequency synchronization, cell identification, etc. The carriers include at least a first carrier including at least one P-SCH and do not include a S-SCH. The mobile station scans the first carrier, and checks whether a P-SCH is broadcasted on the first carrier. If a P-SCH is broadcasted on the first carrier, the mobile station checks whether an S-SCH is broadcasted on the first carrier. If no S-SCH is broadcasted on the first carrier, the mobile station scans for a second carrier broadcasted by the base station.

A scan system is incorporated into the FM radio transmitter to quickly and reliably identify a vacant channel for the FM radio transmitter to use. The scan system measures on-channel and out-of-channel signal quality and selects a best channel for transmission based on the measured on-channel and out-of-channel signal quality. The scan system is also incorporated into an FM radio receiver to quickly and reliably tune to a valid channel. The scan system selects the valid channel based on the measured on-channel and out-of-channel signal quality.

When calling an ASF, the mobile device determines the availability of that function based on the device's current mode. In idle mode, the mobile device uses the idle mode ASF. Conversely, in connected mode the mobile device uses the connected mode ASF. The two functions are distinctly managed and operated by the mobile device.

From the first and the second frequency in a further step an optimum tuning frequency, located between the first and second frequency, is calculated for the reception for the high frequency signal.
