The system ideally requires constant communication between the PCD and the tower. In the event the PCD can not maintain constant communication with the tower, the system will provide for intelligent exchange of information between the device and the tower. To solve the problem with intermittent service, the PCD can be provided with a GPS and the service provider will have a map of the areas that have service and the areas that don't have service.
