    Abstract: A method system and components for outer loop power control which compensates for changing channel conditions. A target metric, preferably target signal-to-interference ratio (SIR), is adjusted with differing step up and step down levels to converge on a relatively low steady state level of step up and step down target metric adjustments. The initial target SIR remains fixed during an inner loop settling state, followed by incremental target SIR adjustments during a transient state, and smaller incremental target SIR adjustments in a steady state. Step sizes of the adjustments are preferably based on the target block error rate (BLER) and the number of errors detected within predetermined time intervals.

    Abstract: A wireless transmit/receive unit (WTRU) uses an oscillator providing accuracy for synchronized communications parameters in an active mode, and operates at reduced power during a discontinuous reception (DRX) mode. A real time clock (RTC) is used as the frequency standard during the reduced power operation, and a frequency adjustment is effected while the RTC is used as the frequency standard. By effecting the frequency adjustment, the RTC is able to be used as the frequency standard for substantial time periods, thereby reducing power consumption of the WTRU during the DRX mode.

Alternatively, an antenna comprises a variable lens for changing a wave front of a radio wave which is passing through the variable lens, whereby the beam width and direction are controlled by the variable lens.

    Abstract: A base station for controlling transmission power during the establishment of a communication channel utilizes the reception of a short code during initial power ramp-up. The short code is a sequence for detection by the base station which has a much shorter period than a conventional access code. The ramp-up starts from a power level that is lower than the required power level for detection by the base station. The power of the short code is quickly increased until the signal is detected by the base station. Once the base station detects the short code, it transmits an indication that the short code has been detected.

An illicit recording in which at least a portion of the broadcast watermark signals are recorded is obtained and correlated with a known position of the broadcast watermark signals to yield the location of illicit recording devices. In an alternate embodiment, a surveillance device, being image and time synchronized with a signal broadcasting device, monitors and records the protected area. Illicit recordings containing the broadcast watermark are obtained and correlated with corresponding recordings taken by the surveillance device to identify the location of illicit recording devices. In an alternate embodiment, the surveillance device further monitors the quality of the broadcast watermark signals and adjusts them accordingly to achieve a desired quality level.
