    Abstract: Innovations in syntax and semantics of coded picture buffer removal delay (“CPBRD”) values potentially simplify splicing operations. For example, a video encoder sets a CPBRD value for a current picture that indicates an increment value relative to a nominal coded picture buffer removal time of a preceding picture in decoding order, regardless of whether the preceding picture has a buffering period SEI message. The encoder can signal the CPBRD value according to a single-value approach in which a flag indicates how to interpret the CPBRD value, according to a two-value approach in which another CPBRD value (having a different interpretation) is also signaled, or according to a two-value approach that uses a flag and a delta value. A corresponding video decoder receives and parses the CPBRD value for the current picture. A splicing tool can perform simple concatenation operations to splice bitstreams using CPBRD value for the current picture.

In one embodiment, the ballistic concrete barrier comprises (a) about 1 part by mass Portland cement; (b) about 0.5 to 1.5 part by mass fine aggregate; (c) about 0.005 to 0.15 part by mass fiber; (d) about 0.005 to 0.05 part by mass calcium phosphate; (e) about 0.005 to 0.05 part by mass aluminum hydroxide; and (f) about 0.0005 to 0.05 part by mass air entrainment additive, such that the ballistic concrete barrier is capable of stopping a fifty caliber bullet in less than 10 inches from a point of entry into the barrier.

The streaming speech recognition model also includes a label encoder configured to receive a sequence of non-blank symbols output by a final softmax layer and generate a dense representation. The streaming speech recognition model also includes a joint network configured to receive the higher order feature representation generated by the audio encoder and the dense representation generated by the label encoder and generate a probability distribution over possible speech recognition hypotheses. Here, the streaming speech recognition model is trained using self-alignment to reduce prediction delay by encouraging an alignment path that is one frame left from a reference forced-alignment frame.
