The moisture-permeable and waterproof film comprises polylactic acid and an inorganic filler, wherein the film has high-stretch regions (H1) and low-stretch regions (L1) each parallel to a first direction and alternating in the direction perpendicular to the first direction, the film has bending resistance in the range of 15-30 mm, and the film has moisture permeability in the range of 2,000-4,000 g/m2/24 hours.
