After receiving a disperse command the UEs select a channel, and then select a cell. The channel selection may be performed using a random or pseudorandom function. The cell selection may be performed prior to camping on the cell. Prior to camping the UEs may test the acceptability of a candidate cell and/or may perform a cell reselection. The result of the dispersion is that the UEs are distributed amongst many channels (a, b, c, and d), where reference are found in FIGS. 1A and 1B.

The system includes application specific instruction set processors (ASISPs) that provided computation support for the process. A scheduler is used to schedule the ASISPs in a time-sliced algorithm so that each ASISP supports several processes. In this architecture, the ASISP actively performs computations for one of the supported processes (active process) at any given time. The state information of each process supported by a particular ASISP is stored in a memory bank that is uniquely associated with the ASISP. When a scheduler instructs an ASISP to change which process is the active process, the state information for the inactivated process is stored in the memory bank and the state information for the newly activated process is retrieved from the memory bank.

Each surrogate sub-switch may then forward the packet to another surrogate in a different hierarchical level or to a destination computing device. Because the surrogates may transmit the data frame in parallel using two or more connection interfaces, the bandwidth used to forward the multicast packet increases for each surrogate used.

Another technique comprises “piggybacking” bandwidth requests on bandwidth already allocated to a CPE. Currently active CPEs request bandwidth using unused portions of uplink bandwidth that is already allocated to the CPE. The CPE is responsible for distributing the allocated uplink bandwidth in a manner that accommodates the services provided by the CPE.
