One of a pair of cutting blades is attached to a front of the upper frame member and a remainder of the pair of cutting blades is attached to a front of the lower frame member so that a cutting edge of each of the pair of cutting blades will be in alignment and face each other. According to certain preferred embodiments, the device is disposable. According to certain other preferred embodiments each of the pair of cutting blades can be replaced with a new replacement blade assembly. A safety bumper prevents injury and provides a means for controlling the finished length of the nail.
