    Abstract: A system and method in a communications network of testing a communications link between Customer Premises Equipment (CPE) and a Broadband Remote Access Server (BBRAS). The CPE is connected to the IPDSLAM via an Asynchronous Transfer Mode (ATM) link, and the BBRAS is connected to the IPDSLAM via an Ethernet link. When a customer complaint is received in a Customer Care Center (CCC), the IPDSLAM is instructed to test the link. The IPDSLAM executes a first loop-back test with the CPE according to the ATM standard, and executes a second loop-back test with the BBRAS according to the Ethernet standard. The results of the first and second loop-back tests are reported to the CCC.

When an ingress IP data packet is received, it is determined whether conditions are satisfied for locally processing an SS7 payload within the ingress IP data packet. If it is determined that conditions are satisfied for locally processing the SS7 payload, then the SS7 payload is processed locally, i.e., without sending the SS7 payload over a network link to a different node in the signaling network. If it is determined that conditions are not satisfied for locally processing the SS7 payload, then the ingress IP data packet is routed normally. These techniques allow reduced numbers of expensive STP devices and expanded routing options in a signaling network.

VP flow control is used to suspend scheduling of all VCs on a given VP when traffic has accumulated on enough VCs to keep the VP busy. A new packet segmenter is employed to segment traffic while preserving the first in, first out (FIFO) order in which packet traffic was received. Embodiments of the invention may be implemented using a two-level (per-VC and per-VP) scheduling hierarchy or may use as many levels of flow control feedback-derived scheduling as may be necessitated by multilevel scheduling hierarchies.

In a preferred embodiment, NRZ coding with pre-emphasis on the first bit of two or more bits of the same value is used for a first range exceeding the specification limit, and PAM4 coding is used for a second range exceeding the first range.
